NAPSA Director General Muyangwa Muyangwa on the National Pension Scheme (Amendment) Act, 2022

On December 6, 2022, President Hakainde Hichilema assented to the National Pension Scheme (Amendment) Bill, 2022, enacting it into law. The amendment introduces three key reforms: 1. **Lowering the minimum age for one-off early access to Zambia National Provident Fund (ZNPF) benefits from 50 to 36 years**, allowing members who contributed between 1966 and 2000 to claim their benefits earlier. 2. **Reducing the penalty rate for delayed contributions from 20% to 10%**, applicable to new penalties incurred after the law's enactment. 3. **Provision for a waiver of penalties**, with conditions to be prescribed by the Minister through a statutory instrument. Work on these regulations is advanced. To facilitate the implementation, NAPSA has established measures to serve members promptly. All NAPSA stations nationwide are attending to ZNPF claimants, and ICT systems have been developed to allow online claims, aiming to provide efficient service and decongest customer service centers. This development is considered a significant milestone, expected to inject much-needed liquidity into the economy. NAPSA emphasizes that all its services are free and does not engage agents in processing benefits.
