About NAPSA Procurement and Supplies Unit
The NAPSA Procurement and Supplies Unit is responsible for the procurement of Goods, Works and Services on behalf of the Authority. The activities carried out by the Unit are undertaken under the tenets of the Zambia Public Procurement Act No. 12 of 2008 so as to ensure transparency and accountability.

Pre-qualifications for Suppliers

NAPSA only deals with suppliers who meet the following General qualifications:-

Suppliers of Goods and Services
  1. Must be registered with the Zambia Public Procurement Authority (ZPPA)
  2. Depending on the type of Goods, must be registered with the Communications Authority for communications goods,
Poisons Board for dangerous substances, etc as may apply.
  1. Must be VAT Registered with ZRA where applicable
  2. Must have a Valid ZRA Tax Clearance
  3. Must be NAPSA registered and compliant. This is evidence that your company is registered with NAPSA and is up to date with the payment of statutory contributions.
  4. Must present a traceable company profile to the Purchasing Manager.

Contractors

  1. Must be registered with the National Council for Construction (NCC) in a relevant category.
  2. Must be VAT Registered with ZRA where applicable
  3. Must have a Valid ZRA Tax Clearance
  4. Must be NAPSA registered and compliant. This is evidence that your company is registered with NAPSA and is up to date with the payment of statutory contributions.
  5. Must present a traceable company profile to the Purchasing Manager.

Consultants

  1. To be registered with a relevant body, such as ZICA, Surveyors’ Institute of Zambia may be required depending on the services required.
  2. VAT Registration with ZRA where applicable
  3. Valid ZRA Tax Clearance
  4. NAPSA registration and compliance. This is evidence that your company complies with NAPSA requirement of member contributions for employees and indeed the owners of the company.
  5. Presentation of the company profile to the Purchasing Manager.
  6. It must be noted that, NAPSA is striving to encourage compliance among its clients, hence the decision to make NAPSA compliance a pre-requisite for suppliers wanting to deal with NAPSA.
